The German higher education system has awoken from a long sleep. It needs to become more efficient and competitive on an international level. To do so, it needs to improve the market opportunities of private competitors. The graduated degrees of Bachelor and Master are structural milestones in this pursuit. The introduction of tuition fees at state-run universities in Hesse also decreases a significant distortion of competition for private universities.
